Global Email Filtering Cron

As a System Administrator, I would like to be able to prevent end-users from modifying the global email filtering rules, and I would like to be able to save the rules as a template for importing during new domain set up in order to simplify server administration tasks.

Is there a way that a user cannot delete or remove what the root or administrator set up at the global email filtering?

Is it also can be saved or make them a template it so we can import them whenever there's a new domain setup
