Enable the ability to prevent parking domains across accounts common to DNS cluster

Currently, there is an option in Tweak Settings whereby you can prevent users from parking domains that belong to other users. This also applies to addon domains, so you can prevent user A from creating a subdomain of one of user B's domains.

This functionality works for a single cPanel server, but it does not apply to multiple cPanel servers in a DNS cluster. It would be nice to extend the functionality to apply to all users in the cluster so that a user on server A can't park/create addon domains on any domains belonging to anyone in the cluster.
