Enable File Manager to support foreign characters in filenames

I, as a sysadmin for webservers hosting spanish written websites, I'm recurrently seeing --since years ago-- that whenever a user uploaded a picture/file/whatever via FTP with special characters in its filename, it's basically impossible to handle those files (rename/edit/delete) with the cPanel File Manager. If they need to work online with those files, only WinSCP is able to handle it; otherwise it throws an error due to being unable to handle the charset encoding.


Example filenames:

  • periódico.jpg
  • porteño.doc
  • matemática.html
  • and so on...


Accented letters in spanish are á, é, í, ó, ú, ñ. Both in capital/lowercase letters.

In the other hand, there must be users under another languages uploading files with their very own special characters. May they have similar problems?
