Enable auto addition of open base directory protection in to suphp mode.

As highlighted by the wordpress attacks some insecure scripts were able to asend above their directories, when doing researched noted the only way to implement open base directory protection is to enable dso mode, can we please enable it so that you can use it with suphp mode.
