Disable Document Root Restriction (public_html) to specific users

As a system administrator, I would like the ability to use the Restrict document roots to public_html option in Tweak Settings on a per cPanel user basis, instead of server wide.

As a System Administrator, I would like feature improvement, so that I can restrict the document root based on my clients' requirement. As of now, cPanel only allow restriction to be done globally where the setting (Tweak Settings) will impact all users under same whm. That is all. Thank you :)
