Default/catch-all virtual host for all IP addresses

As a System Administrator, I would like default/catch-all virtual hosts created for all IP addresses. If a domain is pointed to a dedicated IP address but that domain is not configured in Apache, it will load the closest matching virtual host. This could potentially result in bandwidth abuse issues as well as the non-configured domain displaying another domain's contents.
