Create redirect rules at the beginning of .htaccess files

As a cPanel user, I would like to improve the URL redirect feature so that it works when an account already has rules in it's .htaccess file.

Currently URL redirects are added to the end of .htaccess files and are ignored if that account has a CMS that has already added rules to the .htaccess files.

For webhosts this creates alot of support requests and for cPanel user's it creates confusion as to why their redirection isn't working.

Adding redirections to the beginning of the .htaccess file would solve this problem as the redirect rules would run before the other rewrite rules.
