Create a systemd dependency check interface

As more cPanel servers move to using systemd, having an interface to check/represent the configured systemd dependencies for configured services could be beneficial in detecting problems that may leave services with improper dependency configurations in a "down" state.


In addition, if this could catch for bad configurations and send a notification, it could help to more quickly resolve such issues.
