cPanel to use a different than the default MySQL collation

When installing cpanel the default collation and character set is used with mysql.
A existing /etc/my.cnf file to set character set etc. to UTF8 is ignored.
So there seems to be no way to control the mysql database creation of cpanel during first time installation.
Since MySQL 6 is using UTF8 as default it might not be worth considering this feature.
