Combine the "Global Email Filters" and "Email Filters" pages into one

As a web hosting provider, I would like to merge the "Global Email Filters" page into "Email Filters" page so that the interface is simplified and there are less icons to choose from, reducing confusion and increasing the chance of a user finding the feature they need with ease.

It seems to me that the "Global Email Filters" and "Email Filters" pages are extremely similar and could easily be merged into one. At its most basic form, you would just need an additional row on the "Email Filters" page for the global email filters. I've attached a screenshot to demonstrate this. That said, an alternative UI could be used to better differentiate the individual filters from the global filters, but I still think this should definitely be a single page/icon rather than two.
