make it possible to limit download or upload speed of httpd or ftp for each cPanel user. I know some competitors can limit the port speed for each user.

As a server administrator I would like cPanel add the ability to limit bandwidth speeds per cPanel user or set by package (like 25Mbps), so, a controlled distribution of network speed can be achieved, thus making sure all users are getting assured bandwidth speed while we can also prevent a single user or two from being able to overtake most of the server's bandwidth speed (network link) for themselves.

Exactly, also since some customers are likely to pay a premium for a slightly higher bandwidth speed and/or a site that is less important or that offers lots of files for download could be throttled down to 200KB/s while others can use all the rest of the bandwidth. It's basic QoS.
