Auto Suspend Mail Users who hit Max Emails Per Hour afer x Amount of Times

Would it be possible to add a feature to automatically suspend a mail user once they have reached their max emails per hour. For example if they surpass the Max Hourly Email Limit 3 times in a row / consecutively have it suspend them.

If would also be good if this could be an option that a user can set the amount of times it must consecutively happen.

This could be done on the domain level and perhaps at the user level now that that has been introduced in cPanel 54
