Delegate certain IP's to certain Resellers

As a Server Administrator, I want to delegate certain IP's to certain Resellers, so that other Resellers will not use IP's not assigned to them.

In Reseller Center >> Manage reseller's IP delegation we can enable IP's for a particular reseller. Those IP's will be listed when the reseller creates a new account using reseller whm.

Even if we enable that other resellers who have the option Allow XXXXXXXX to use any available ip address in Reseller Center >> Manage reseller's IP delegation can use the free IP's.
