Exim Mail Rate Limiting pre-mailqueue

As a Server Administrator, I want Exim Mail Rate Limiting pre-mailqueue, so that Exim will have improved performance.


Exim should do rate limiting on mail before the mail reaches the mail queue to boost the performance of Exim.
