Apply unofficial patch to mod_fcgid regarding setting 'CONTENT_LENGTH' FCGI parameter

Please implement a patch to set CONTENT_LENGTH FCGI params

based on actual request body based on the following:


https://issues.apache.org/bugzilla/show_bug.cgi?id=53332


This shouldn't have any adverse effects on mod_fcgid at

all and is actually a bug/change to the code to have it operate correctly with

CONTENT_LENGTH.
