Allow resellers to park domains on top of other user accounts

Resellers are only able to see their domains, therefore in WHM or CPanel there is no way for a reseller to park a domain under a domain they do not own.

I run a team of about 20 designers. The issue we have is that there is a Wordpress Network Installation under domain.com which is owned by root. Any time I need to park a domain to use in my wordpress network, root or a reseller which has been made admin has to park the domain.

With 20 designers depending on admins to park domains for them things can get chaotic at times but I also don't want to give them all Admin Access in the server.

There is an option in WHM which is very badly worded and doesn't really do what I need it to do.

Allow users to park domains (including creation of addon domains) on top of domains owned by other users. Not recommended.

This says exactly what I need it to do. Give users the ability to park domains on top of domains owned by other users. But this is not what it does. This allows users to create subdomains under other users domains.

What I need is the ability to:

Allow resellers to park domains on top of domains owned by other users. I understand that this can be a security risk, but it would be great to add this as an option for at least resellers. This could be added under privileges to allow the reseller to see and park domains on top of all accounts.
