Allow Per-cPanel- and Per-Webmail- decisions on SPF acceptance

It would be valuable for a user of a cPanel or Webmail account to be
able to decide that for mails destined to their email account whether to
filter strictly or ignore SPF authorization on incoming mail, as they are innately capable of deciding whether the benefits and costs of SPF are worth it for mail destined to them.
I like this idea

We had too many customers who had issues with respecting SPF globally so had to disable it globaly. We would require SPF enforcement to be disabled by default but with the option to enable it for the customers who want it. These customers should be able to enable/disable SPF enforcement in their cPanel interface
