Allow ionice class scheduler to be configured via setting

It's great that the backups and other tasks use nice and ionice, however I find that I still get high load times and brief outages during backups.

I've had better results by setting the class scheduler to idle (rather than best-effort) for backups. This is currently hard coded, but seems like it would be trivial to make a setting.
