Allow default locales to be optional, in particular cPanel Snowmen - i_cpanel_snowmen

As an admin, I'd like to be able to limit the locales a user has available.

☃ cPanel Snowmen ☃ - i_cpanel_snowmen, in particular.

My cPanel users do not need to test what is available in the templates to edit, as they don't have access to that. This seems extraneous and confusing for end users.
