add user to cron.deny when cron jobs feature disabled

As a System Administrator, I would like to see the user added to '/etc/cron.deny', when the 'Cron Jobs' feature is disabled in the user's feature list. Not adding the user to the deny list allows users to manually circumvent the disabled feature.
