Add the /scripts/restorepkg --ips= option in full to the Transfer Tool interface

When transferring an account using the WHM >> Transfer Tool interface, the current implementation of the Dedicated IP option allows it to use the /scripts/restorepkg --ip automated selection method, but not a specified IP address.


It would be useful to be able to specify an IP address to attempt to dedicate when utilizing the Transfer Tool for a migration.
