Add tarsnap as a Backup Destination

It would be pretty awesome to be able to back up to Tarsnap automatically as a destination without using a post hook.

I'd be interested in seeing this as well. The encryption and deduplication make it a potential winner for offsite storage, as well as the fact (I believe) that write keys can be kept on server, with restore keys kept securely off server
