I want to Disable autobackup of new accounts, I charge a small fee for this service, and my backup server keeps filling up because all new accounts are automatically backed up.

As a server administrator I would like to be able to disable backups on new accounts by default, so that my new users do not have backups enabled unless I manually enable them.
When new accounts are created they are automatically added to the list of accounts to be backed up (in an answer to a historical feature request https://features.cpanel.net/topic/backup-all-new-users-by-default).
