Add maxspare to the WHM interface for spamd configuration

maxchildren and maxconnperchild can already be configured via WHM (WHM Home > Email > Spamd Startup Configuration). Recent experience with your tech support suggests that maxspares is equally important and it would be good to be able to edit it via WHM.
