Add date.timezone on the MultiPHP INI Editor (basic)

As a cPanel User and System Administrator, I would like the MultiPHP INI Editor basic (whm) and also the cPanel version to have the date.timezone option available to modify with a selector showing all the valid timezones (like the option Server Time does on WHM), so that we can keep all our servers with UTC time but allow any customer around the world to set their timezone on their PHP
