Add Backups to the Initial Configuration Wizard

As tech support, I would like to see the initial setup wizard cover backup configuration. This way, new WHM users will be aware that backups don't just magically happen by default. With the number of shared hosting user's getting upgraded to their own VPS on the rise, I expect this happens quite frequently. :)

I don't know that the whole thing should be in there, but at as base minimum a check box to get redirected to setup backups after the final step

How about a notice in WHM similar to the update blockers that bugs you forever that you don't have backups enabled until you either acknowledge/disable the notice or enable backups.
