Add ACL to either show or hide the "Edit Zone Templates" field on WHM interface

As a WHM user, I would like for ACL to have more granular control, such as allowing ACL to either show or hide the “edit zone templates” field in the WHM interface so that users can have greater control over their WHM settings.

As it is now, reseller's ACL can't hide the "Edit zone Templates" field on WHM, as it is bound to the "Account Creation" ACLs.

Although this request might sound pretty specific, we think that a more granular ACL control should be good for the product overall.
