Ability to specify some bind mounts as read/write instead of read-only within jailshell

I'm editing this feature request for clarity, as the original submission is extremely vague/confusing with very little specific detail.
The origin issue here is that the customer attempted to utilize a command within a jailed account that requires read/write access to /var. Specifically, /var/run/screen
Specific logic within cPanel's jailshell ensures that some bind mounts (which includes /var) are mounted as read-only on kernels that support this functionality. This would be kernel version 2.6.25 and newer. Presently, for cPanel & WHM users, this means it affects those on RHEL/CentOS 6.x.
This feature request is to allow for the customization of whether or not specific mounts (like /var in this case) are to be mounted as read-only. In this particular case, the server owner desires it to be read/write instead.
