Ability to Manage Account Suspension/Unsuspension Notifications

We'd like to see an option to enable/disable Account Suspension/Unsuspension Notifications, either for reseller or standalone accounts - serverwide.
I like this idea

I'm going through some of our historical requests and wanted to clarify your request a bit. For root (or resellers with root privileges) what you're asking could be accomplished in WHM »Server Contacts »Contact Manager, by adjusting the alert level of the Account Suspension notifications. Is that where you're hoping to see the functionality expand?

As root, I'd like to be able to switch off the notification sent to the user for suspend / unsuspend account actions. A simple tickbox "don't send email notification" would be super! If you need to suspend / unsuspend an account for admin only purposes, you may not wish to notify customer!
