Ability to disable leechprotect server wide!

I would like to see a simple way to disable leechprotect. I'm not really sure I've ever seen anybody really use this feature, it could probably be deprecated.


When optimizing small Virtual servers that don't have a lot of memory it's important to be able to disable everything that's not being used. I've seen leachprotect use anywhere from 5 to 10 MB of memory.
