Ability to configure default locale for new cpanel accounts

Currently, the default language for new accounts is always English (locale 'en'). For servers where the majority of accounts are some other language, it would be convenient to be able to change this default in Tweak Settings or Basic cPanel & WHM Setup. This should affect accounts created via API and also pre-select the menu in WHM >> Create a New Account.
