Ability disable menu scroll in WHM GUI

As a WHM user, I want a way to disable menu scroll in WHM GUI, so that I can keep the left navigation on the items I choose.


A way to disable the automatic scrolling of the menu when various links are used in the WHM user interface. (keep the highlight, just add a way to turn on / off auto-scroll.)
