Admin User management for WHM

As a System administrator and web-hosing provider, I would like user management with access control within WHM, so that SysAdmins no longer use root or shared logins to administer the WHM fleet within an environment, support agents can access/see all accounts on the server to support a customer without them being resellers with root or owning all the accounts. This will benefit all system admins and hosting providers as it will be easier to audit staff member actions as well as move away from having shared logins. By default when accessing WHM you can only do so via root if you are the system admin or via your WHM reseller details. There has been strides made towards this idea with this `How to Create a WHM Reseller Without an Associated Domain` and the user manager within a cPanel account but this functionality is only limited to a cPanel account which is great, however, I would like similar functionilty for system admins as have a shared root login is not ideal and yes there is methods one can do in order to have a multiple user login and administer the server, however, this comes with massive drawbacks if you want to implement access control and allow certain users/departments to be able to do certain things.
