Allow admins to restart a service after it is updated

Hello,

This request if following a community forum post of https://support.cpanel.net/hc/en-us/community/posts/19991946283159-Configure-auto-restart-for-service-after-it-is-updated

I wish to ask that you will give CP admins the ability to set an automatic restart of all or specific services that needs a restart following an update. The restart can be immediately after the update or at a scheduled time (e.g. the next 01:00 (AM), or at the next 01:00 (AM) at the coming Saturday, and so on).

This will help us automate these manual steps.
