Admin and pro license options for Metal/Dedicated servers

As a System Administrator, web-hosting provider I would like cPanel consider "Admin" or "pro" license options for Metal/Dedicated servers sso that it is not necessary for me to set up a virtual machine within the physical server to be able to use this cheaper license.
