cPHulk adds csf.allow & immunify360 whitelist upon activation

As a System Administrator it would be helpful if cPHulk imported whitelist from csf.allow and/or immunify360 upon activation. Instead immediately upon activation customers already whitelisted in csf.allow were blocked because csf.allow was not imported.
