Allow re-ordering of host access control rules

The Host Access Control panel is a great way to increase security but according to the documentation, "You need to place your ACCEPT rules before your deny (REJECT or DROP) rules."

That's fine if you only have 1 or 2 rules... but if you have a bunch of them, and then you need to add another IP to your ACCEPT rules, you basically need to delete all of your REJECT or DROP rules and then re-add them. It would be great if there was an easy way to just add the new rules and re-order them via the user interface. Or, on save, maybe they could automatically be re-ordered based on the type of rule they are.
