Add a provisional argument to the WHM API unsuspendreseller function

WHMCS' unsuspend module uses cPanel's unsuspendreseller API function call. We would like to have a provisional argument added to the function that allows for locked accounts listed with the listlockedaccounts function to not be unsuspended whenever their reseller account gets unsuspended.
