SMTP restrictions monitor and notifications service

As a System Admin, I would like to offer a new feature for WHM: SMTP restrictions monitor and notifications service so that in case there is any restriction to SMTP or its ports admins would be able to receive notifications and fix issues before they did any harm.

The reason I am proposing this addition is based on past experience. I have noticed that after certain updates, the SMTP restriction option was inadvertently activated, which prevented transactional emails from being sent. This had a negative impact on our customers' businesses."
