Change ALT-PHP Version through WP-Toolkit

I would like the ability to change the ALT-PHP version for a site via WordPress Toolkit.

This isn't something that would ever be possible. The PHP configuration for the domain is handled at a higher level than WP Toolkit. You'd need to use the MultiPHP Manager interface to make this change.
