Command to remove IP address from cPHulk

Needs Review

We offer two commands to manage the cPHulk whitelist and blacklist on the command line:

/usr/local/cpanel/scripts/cphulkdblacklist
/usr/local/cpanel/scripts/cphulkdwhitelist

However, we don't have a general removal command, in the event someone wants to remove an IP but not add it to either the black/whitelist.

Could we get such a command added?
