Simplify resyncing of Dovecot caches

I recently had a problem with my cPanel account that was eventually resolved by having support run `doveadm force-resync` on the affected mailbox.

It would be great, though, if I, as a user, had access to that functionality. Or at least if it were somehow easy to access via WHM.
