Being able to disable trusted_networks in Spamassassin

Needs Review

As a Sysadmin and web-hosting provider, I would like to be able to disable the auto-popullation of "trusted_networks" parameter in /etc/mail/spamassassin/local.cf.

This feature was implemented here: https://docs.cpanel.net/release-notes/88-release-notes/?_ga=2.101654984.836829305.1670244286-22515199.1628860962#exim-now-stores-a-whitelist-of-secondary-mx-records-by-domain

and it was discussed in this thread: https://forums.cpanel.net/threads/mails-received-from-servers-listed-as-mx-exchanger-at-domain-zone-bypass-spam-check.672733/

The problem is it adds so many ranges that Spamassassin practically whitelists too much and doesn't work properly.
