Add PhalconPHP as extension

Currently, PhalconPHP is only available up to PHP 7.3 (or 7.4 in EA4-experimental).


As a web-hosting provider, we would like to provide support for PhalconPHP in newer versions of PHP, since PHP 7.3 is EOL'ed and PHP 7.4 will soon be.

cPanel currently supports PhalconPHP for PHP versions 5.5 up to 7.3 and only offers an old version of PhalconPHP.
