Add "Restart Services" option for nginx

Needs Review

As a System Administrator, I would like

* The ability to restart nginx from WHM under the "Restart Services" menu (where most other services are listed)

So that:

it is easier and quicker to restart it when necessary (instead of dropping to the command line). It will also add the ability for things such as the "cPanel Security Advisor" to be able to link directly to a "Restart" option
