UTF-8 support for Creation of MySQL Databases and DB users

As a cPanel client, I would like to have the ability to create DBs with an UTF-8 name and also create MySQL users with UTF-8 credentials to serve people in regions where native scripts are used (e.g. Arabic, Cyrillic – Bulgarian, Devanagari – Hindi, Greek, Hangul – Korean, Malayalam, Telugu, Thai, Simplified Chinese, Traditional Chinese, Latin- French>with accent letters) and streamline the user experience.

At the moment, both the Database name and the DB Username fields accept only alphanumeric characters.

At this time, creating or using MySQL users with utf-8 characters is impossible.
