Allow cPanel users to empty their mail queue

Hello,

We face some cases where the end user has some emails in the mail queue stuck as deferred and he reaches his hourly deferred limit, thus he is not able to send any more e-mails. This issue is ongoing (since the hour changes, the emails on the queue get deferred again etc) until we delete these e-mails from the server's mail queue.

I wish there was an option for the cPanel or email user to manually empty his mail queue. This option is available when an account gets restricted (and when he unrestricts it he has a tickbox to empty the queue) but not when the account is not restricted. It will offload our support staff from these requests.
