Development of a Cpanel module (mail)

Modify the operation of the quota (used to reserved) : after having already defined and configured a quota for one demain. When there is no more quota to reserve, block the posibility to create a new mailbox for a user.

For exemple, if a domain has 10GB quota, it is possible to create 10 mailbox of 1GB each but impossible to create a new mailbox or increase an existing mailbox unless you add wuota to the domain.
