Force TLS in Exim

As a WHM system administrator, I'd like the possibility to enforce TLS on all outgoing Exim transports. This could be either server-wide or on per domain-basis.

The issue is that according to GDPR, the data owner is responsible for guaranteeing mail transport encryption to the recipient.

Today it's only possible to guarantee encryption between client and cPanel server requiring TLS, but it's currently not possible to enforce TLS towards the recipient mailserver
