WP Toolkit schedule control

Needs Review

As a web-hosting provider I would like to have greater control over when WP Toolkit performs operations like Smart Update which can create some load on an account. Some of our customers have uptime monitoring and would like to schedule maintenance periods during which error messages are ignored.
